He desired to control the fishes, to become the ruler of the underwater and the land above. Octavio was cunning and started his plan by rewarding a few fishes with treasures found in the deepest parts of the ocean. These rewards created power imbalances, as those fishes began to see themselves as superior to others.
Octavio voiced concerns about the current way of life. He whispered of change, of a new order where the “strongest” ruled, suggesting that he and his favored ministers should lead. His smooth words and grand promises swayed some of the community, causing division among the once united fishes.
The fishes started to notice the shifts in their society and started forming groups to complain, and the community’s unity began to fracture. Meetings at the coral reefs, once places of cooperation and agreement, turned into arenas of debate and conflict. Octavio also made sure that no representatives had common ground to talk with each other!
Realizing the danger Octavio posed, a wise old turtle named Turtlemon decided it was time to act. He gathered Finny, the adventurous golden fish, and other creatures who believed in the values of their community. Together, they devised a plan to restore harmony to Coral Island.
They decided to show the community the true colors of Octavio’s intentions. But there was no real occasion as Octavio had spies planted.
